Speeding Ticket- Exceeds 14 Day Limit

I have leased a car through my limited company.
My wife was driving on 05 January 2026 (for clarity she is
insured). I received a “Notice of Intended Prosecution” on 29
January 2026 showing the following;
• Offence- “exceed a 40mph speed limit in contravention of a
local traffic order – automatic camera device”.
• Date and Time- 05/01/2026 at 11:28 hrs.
• Recorded Speed- 53mph
I have been asked to confirm the driver within 28 days as per
section 172 of the Road Traffic Act 1988.
I have checked with the leasing company over the phone and they
confirmed they have not received any letters in regards to this
matter. The Notice of Intended Prosecution I received was dated
29th January 2026 which exceeds the 14 calendar days of the date
of the alleged offence. Could you please advise on next steps?

The question is, who is the Registered Keeper? If it was like my
leased car, it was a finance company (ALD) not the leasing
broker I bought it from.

The registered keeper on the V5C will be SEAT Financial Services
(Volkswagen Financial Services). I phoned SEAT Financial
Services on 30th January and they confirmed they've received no
correspondence on this matter.
I also entered into the portal provided by the Met Police
(
HTML https://acdp.met.police.uk/)
and entered my case using the
reference nr, passcode and reg number. The portal only shows one
letter sent out dated 29th Jan addressed to my limited company.

That makes no sense, if the finance company is the RK, why would
the police send the first NIP directly to you? How would they
even know you were the keeper at the time.

And you know this how?

Unless the vehicle is showing as unregistered, the process is
that a NIP/s. 172 is sent to the RK, who then nominates the next
link in the chain if they were not the driver. If you are not
the RK, and the RK did not receive a NIP, then how did the
police get your details in order to send you a NIP?

You appear to be assuming that the portal would show a record of
every letter or notice sent out to any party.

All valid points and I will take this away and get to the bottom
of the question of "who is the registered keeper". Thanks for

Just to clarify that the requirement to name the driver (s172)
is valid and must be responded to within the 28 days. The '14
day rule' does not change that requirement.
However, naming the driver does not preclude any such defence to
the underlying charge if the notice to the RK was deficient.
