       One could.
       
       Or one could think that the driver had always thought the SYL
       restrictions were as per the signs on the lamp posts.

       It's a surprising own-goal by the council but the 28 day period
       to pay or appeal is stated as being from the date of the notice,
       rather than the date of service of the notice. Truncating the
       statutory period like this is accepted by all adjudicators as a
       procedural impropriety, so I'd say you have very strong grounds
       for carrying on.
