       PCN - New Blue Badge Holder - Unaware of Private Carpark Charges

       Good Morning,
       I am currently seeking some advice as I have been sent a letter
       from HM Courts & Tribunals Service from DCB LEGAL LTD
       I am a new blue badge holder and  have received my first one of
       many pcn's for the same carpark ( Walsall waterfront) I was
       diagnosed with breast cancer in July and have been very sick and
       have proof of major surgeries between then and present. I was
       given my blue badge due to help with parking at the hospital and
       assumed with this blue badge it was free to park as long as I
       was in a marked disabled bay with my blue badge on display.
       Every time I parked on this particular carpark I did not read
       the signage as I was genuinely unaware some carparks still can
       charge you even with a blue badge. I appealed to POPLA but this
       was denied and I am now trying to sort out my defence;
       If I accept this charge I will then have to pay the others also
       so I am doing my best to try and plead my case as I just cant
       afford to pay this right now. This PCN in particular was a day
       before major surgery I do not feel I would have even looked
       around as I was only there to get essentials for hospital. The
       stress is impacting my health massively, I am very weak and
       trying my best to complete the forms within 14 days - letter is
       dated 20th Jan
       Any help would be greatly appreciated.

       Please post the PCN - all sides, only redact yr name & address.
       This sounds like a private Parking Charge Notice - if so, this
       thread will be moved to the private parking forum.

       Unfortunately I did not keep the original PCN's as I did not
       think there would be any come back once I sent proof of blue
       badge with my appeal to popla/ euro carparks.
