PCN challenge failed Newham council parked on single yellow line
on sunday (contravention 01) event day no advert

I drove from A118 Romford road and entered Tennyson road. At
the start of road, On my right hand at the start of road is a
sign with parking restriction No parking Mon-sat 7am-7pm(I
parked on a single yellow line.) Since I was parked there on
Sunday 11 Jan 2026, my understanding was that no parking
restriction apply. I received a PCN by warden( contravention
       code 01)
I appealed to Newham council and today it was rejected stating
that it was an event day West ham Utd vs Queen Park Rangers at
London stadium and event rules apply.
There was no advertisement for event day, secondly I have no
interest in such an event, so how will I know there is an event.
Lastly there is a residential parking bay with restrictions and
clear instruction about event day parking rules. The signage for
single yellow line does not provide any instructions that the
event days rules will apply on single yellow as well.
I don't agree with their decision, and I am advised to either
pay reduced price of £80 in 14 days or go to london tribunal if
       disagree.

It's an a controlled parking zone so single yellow lines are
restricted according to zone entry signs.
There is some success with Newham at the tribunal. I'm of the
view that their signs are defective as they don't qualify that
events days can be Sundays. This applies especially to parking
bays with their own signs. The zone signs have next event dates
but how you're supposed to note this on a busy road in what is
often a large zone is an issue, and the zone signs also don't
       mention Sundays.
These are the signs you will have passed.

Thanks for the reply. But if you look at the sign on the link I
inserted there is no mention that the event day rules will apply
to this specific sign areas as well. Since parking restriction
on single yellow is for specific days/time, with sunday being
exempted from those rules Moreover if its mention on signage
that event days rules are different why the same message is not
displayed on this signage. I need help.

What I don't understand at the moment is what yellow lines this
sign applies to, because it is adjacent to the double-yellow
lines not the single yellow. Assuming it applies to the single
yellow line, then in my view you are entitled to rely on the
sign even if the location is within a CPZ. If the restrictions
of the CPZ apply the sign should not be there. Essentially, in a
case like this one has to look at the TRO. I suspect this sign
should have been removed when they set up the CPZ but never got
       round to it.
If it were me I'd take them to London Tribunals, but of course
it's your money; there is no discount option if you go all the
       way with this.

OK I'm with this now - if this sign was there then it can only
apply to the single yellow as double yellows are 24/7.
Did you take a picture of it - Maps is Sept 2025 so recent but
it would help if you have proof it is there.

Thank you very much for taking the time out to look into my
problem and your insight in this matter is highly appreciated.
I know I am right, this was the signage on that specific day and
its rules apply to that single yellow line where its erected as
on a double yellow,no paring is allowed 24/7.
I want to take them to London Tribunal .
I have the pic of the day the sign was there and they dont have
the evidence as in my PCN evidence pictured.
I dont know what to write in my case, as usually the tribunal
doesnt ask any one to physically come to court, they just look
at the file, written evidence etc and decide.
please help me and guide me what to writ to court?

Whilst you don't now have to attend their premises for a
hearing, they continue to operate by phone or video (MS Teams, I
think). We always recommend OPs opt for a hearing and never on
the papers, because being there, (virtually, of course !), means
you can answer any questions the adjudicator may ask.

The next step is a notice to owner from Newham, which they must
send to the registered keeper, so check your logbook is correct
       if you are the keeper/owner.
Post your pic of the sign.
And when you get the NTO, update this case and I will help you
write formal representations which hopefully will prevent this
       going to the tribunal.
