Should a Ltd Co pay for a freelancers Moving Traffic Offence -
wrong way ONE WAY St?

Back in December the Ltd. Co. I run paid for the hire of a van
which was then driven by someone not our employee and working as
a freelancer.
He was picked up on a camera driving wrong way down a one-way
street.
(We paid the van hire Co. a fee for representing
the PCN.)
.
We have now received the actual penalty charge notice, made out
in the drivers name but addressed to us at our business address.

Whilst we might be amenable to paying for someone's
Parking charge notices I don't see how we can legally -even if
we are inclined to do so- pay for his moving traffic offences.
I'm thinking that the van hire company, who record the details
of the drivers license when the van is collected, should have
given this information to the council issuing the PCN.

If your company hired the van I'd say the responsibility lies
with you.
Is the company name on the PCN?
Why not just ask the freelancer to pay it?

For decriminalised parking and traffic contraventions, the owner
of the vehicle has legal responsibility for paying or appealing
a PCN. The exception is when hiring a vehicle, provided the hire
terms meet the legal requirements, the hire company, being owner
get the 1st PCN, but can pass on the hirer details on the day of
the alleged contravention. The 1st PCN is then cancelled and a
new one served to the name and address provided by the hire
company.
Who was the driver on the day of the contravention is
irrelevant. So if you hired the vehicle, you are responsible.
