Lambeth, Code 52m - no motor vehicles, Kennington Oval

Hiya hope everyone doing good in 2026
I’ve received a PCN date 15th Jan 2026 from Lambeth council
(code 52m: Failing to comply with a prohibition on certain types
       of vehicle) at Kennington Oval.
I've searched the forum and found there's actual same case in
       the link below:
  HTML https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/lambeth-code-52-no-motor-vehicles-kennington-oval/
  HTML https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/lambeth-code-52-no-motor-vehicles-kennington-oval/
My story was when I drove from Vauxhall station to Oval station,
because of high traffic in Durham Street and Harleyford Road,
google maps lead me to Vauxhall Street and Kennington Oval then
merge back to Harleyford Road (I knew there's never a excuse nor
reason for representations). I'm not lived around the area but I
could remember last time I've drove the same route two years
ago, every drivers drove this route to merge back to Harleyford
Road, I've never got an idea that Kennington Oval was a
prohibition road thus I'm not aware there's a signage. I think
the signage was new, even I searched from google maps, back in
June 2023 there's no such signage and it's a open road.
Please kindly advise any thing I could do to representation or
should I just pay the PCN within discount period, many thanks.

Your post shows the peril in using satnav in London ! It's got
to the situation now, where I call PCNs like yours a
"satnav-assisted PCN". Satnavs are never up-to-date, although
looking at Google Street View here is fairly up-to-date, and it
shows the signs you passed. So maybe you need to check your
       Google Maps installation for updates.
As you have found, we've already got a case for this location.
I assume you drove up Vauxhall Street then turned left, (the
right turn is a timed restriction and also shown as a dead-end:
       -
  HTML https://maps.app.goo.gl/GfHf6JQo9ZCi5rYt6
then as you drive along you come to the Clayton Street junction
approach which has a fairly prominent mandatory "Turn Left"
sign. Ahead are the two restriction signs that you drove past.
Essentially, it looks like this side of the Oval has been
restricted in order to stop rat-running like yours, and
Harleyford Road is now the only through road round the Oval.

It's difficult to think of a robust appeal here because all the
signage is in position and would seem to meet the test of
       "adequacy".
However, there may be a technica; appeal based on council
mismanagement of the enforcement process, so wait a bit to see
what is suggested, but if you're minded to pay the discount,
don't miss the deadline for that. Technical appeals have nothing
to do with the actual alleged contravention, and concentrate on
how the council are carrying out their mandatory enforcement
duties. They have to obey the law same as you.

Thanks Incandescent & Hippocrates for the advises.
I'd like to give it a try for representation about the wrong
information on their website before pay for the trap they set,
but just one little question, if I eventually loss the appeal
would I've to pay in full or they will give another 14-days
       discount period please.

There is no discount option if you take the matter to London
Tribunals. If you lost you pay the full PCN penalty but no more.
Of course if you win you pay nothing. I'm rather fond of this
advice from the Earl of Montrose: -
"He either fears his fate too much
       Or his deserts are small
Who fears to put it to the touch
To win, or lose it all"
You may ponder on what is your best option

Just found another link about the challenge process, I'm not
sure the different between 1. Informal challenge, 2. Formal
representation and 3. Appeal to the Parking and Traffic
Adjudication Service. But the outlook of the page was different
       with previous one :-\

Informal challenges are only submitted against a PCN served at
the roadside, i.e a paper PCN served by a patrolling CEO, so are
       for parking contraventions.
Formal challenges are submitted by owners of the vehicle on
receipt of a Notice to Owner, or a PCN sent by post.
Only when a formal challenge has been refused can one register
       an appeal at London Tribunals.
