Parkingeye PCN - overstay, Kingston college

Hi, new to this site, the registered keeper of this vehicle has
recently received this parking charge notice from parkingeye.
The driver was visiting the college at the time.
There is a terminal for visitors of the college, which we were
at the time, to enter their plate however we were not allowed,
this was after 6pm however.
Phone service both inside and outside was not great (1 bar
signal) and the payment system required an app to be downloaded
and information entered which took some time.
There was also an incident inside the college with an epileptic
passenger which slowed things down when leaving.
Can anything be done about this or should i, who has been asked
to deal with this for the registered keeper, pay up?

Plan A should be to get in touch with the college and work on
getting them to get it cancelled.

Looks like paid parking after 6 from the sign above, probably
why the driver wasn't allowed to use the terminal. Plan A is a
good idea but as they lost your parking charge they may not be
too sympathetic. You'll need to convince them you tried to pay
but couldn't for good reason, mobile signal might not cut it.
You can probably avoid paying this but it'll be a long haul and
you'll have to keep engaging. If the college won't cancel it,
you'll need to appeal to Parkingeye who might cancel it if you
refer to the medical emergency. You've redacted the date of
issue but as they appear to relying on POFA it was probably sent
in time.
If / when they reject your appeal you'll need to appeal to
POPLA, again chances of winning based on what you've told us so
far aren't great. Debt collector letters will follow which can
be ignored. This will probably be followed by a letter of claim
you can't ignore. At that point you'll need to engage, attend a
mediation session, submit a defence and witness statements and
it's likely they will drop it before the court date. Up to you
really whether you've got the stomach to draw it out or not.

I think we're still somewhat unclear as to what actually
happened here... you say that downloading the payment app "took
some time", but don't say whether or not the driver actually
paid, and if not, why not?
