Bailiff for PCN that was sent to wrong address.

We bought a van from a private seller. All the paperwork was
completed correctly, and within a month, we received our V5C. A
year later, a bailiff came calling, demanding £500 or to take
the van because the council issued a fine. It turns out the fine
was issued to our company, but it was sent to the previous
owner's address. We paid the bailiff because we were a bit
scared, but the man suggested to appeal to the council because
it was clearly not our fault.

What date did you buy the van and what was the date of the PCN
infringement?

Date on the V5C is 27/06/2024. Purchase was made few weeks
before we received V5C. Date on the Notice of Enforcement is
17/07/2025 and in Spetember 2025 baillif arrived with Notice of
Enforcement.

The important dates are the date of purchase, the date of the
offence and the date you submitted the V5C change to DVLA....
Your dates suggest that the Bailiff was paid some time ago?
This may play against you if you submit the out of time request
to get the charges set aside. You also need the original PCN so
you know what legislation it was issued under so you know the
process to follow for the set aside.

I'm slightly confused. You mention that the date of the Notice
of Enforcement was 17th July and that the bailiff visited in
September 2025 with a Notice of Enforcement.
What date was the Notice of Enforcement issued?
It should have included a PCN number and date of the
contravention. What date was given for the contravention?
