Don't rush to submit anything, I'll take a proper look when I've
a little more time.
In the meantime, do you have any photos or maps showing the
layout of this site so that we can try to understand what has
happened?
If you know, do you know which of the 'zones' on the 2 PCNs the
vehicle was actually parked in?

The driver has looked online to see if they can find any maps of
the site but had no joy. They also looked at the street view
images but they seem to be old from what the driver recollects
of the area.
The driver is not familiar with the area and hasn't driven back
there as its around 40mins away, but can drive back and get
those details if you think it'll be useful?

Hi Community,
My 28 days for appeal expires next Tuesday.
Are you able to offer me up an appeal response.
I'm able to go to the area and take pictures of the area but I
cant find a decent map.

I think the approach that I would take here would be to use the
clear error of their systems to try and undermine the one that
remains. The fact their systems allowed 2 PCNs to be issued
where they claim your vehicle was simultaneously parked in 2
separate car parks shows that their systems are unreliable. They
have cancelled 1, but the fact remains that the initial issue
would seem to undermine both PCNs. If their ANPR systems cannot
even reliably identify which car park a driver is in, how can
they determine that your vehicle was parked where they claim at
the times they claim?

This case was a blatant example of a parking operator trying to
pressure someone into paying when their case held absolutely no
water whatsoever.
Their case was basically, "We think that there was a
contravention but we don't know what it was but we expect you to
pay up regardless".
I strongly suspect that there are unofficial 'back-channels'
between POPLA / IAS and the parking operators where the appeals
people can 'indicate' to an operator when their case is best
dropped - this probably means it doesn't go on the figures.

Good result, well done!
It was always a daft set up that allows a motorist to be
detected as apparently parking in two car parks at once. It will
be interesting to see if we get any more cases from this car
park on here...
