       There is no legally mandated observation period. Councils
       normally instruct their CEOs to observe where it is possible an
       exemption to the restriction is available, like loading, or
       boarding passengers. This is to avoid them having to cancel PCNs
       later on.

       Any last help with this please!
       I appealed the second PCN on grounds of continuous
       contravention, that I did the ringgo session at 9.06 (warden
       witnessed 9.04.-9.11 but on the ticket you can hardly read the
       9.04)
       I haven’t appealed the first PCN yet (where I was in the wrong
       because i forgot to do the session) BUT I might appeal based on
       the fact you can’t see the 5 minute period very clearly and so,
       I don’t think council have complied with rules.
       My question:
       - does appealing the first ticket reduce my chance of the second
       ticket getting cancelled?
       I would rather pay £80 for one PCN then get both appeals
       rejected because it looks like I am just trying to worm my way
       out of it…

       If they had observed for 5 minutes would they have seen exempt
       activity, is the point. It's not a grace period.
