Long shot but is this worth appealing:
I parked here at 7pm and forgot to activate my visitor permit.
I'm aware therefore I have made a mistake, but I genuinely
forgot. I have activated over 100 sessions (and paid where
appropriate) over the past few months. Would the council
consider cancelling this as a goodwill gesture?
If not, can I appeal based on the misalignment of the amount on
the ticket (the misprinting)?
Can I ask for the 'Less serious contravention' amount if they
deny me

yet due to it not being 24 hours)

SECONDLY, I got A SECOND PCN because I took the first one off,
didn't activate the session and a different officer put it on -
what are the chances of getting this cancelled (does continuous
contravention apply?)

So you didn't activate the permit, left the car, then returned
to the car and saw the PCN, took it off, and then walked off and
got another when you again returned to the car. Not good is it !
In matters like this, I say be honest about it, but the 2nd PCN
is a continuous contravention provided it was served within the
time normally allowed when one activates a permit in the way you
describe. For the first PCN, you are indeed trying to rely on
their goodwill, and it may work, so try it. Councils are very
greedy for money these days and find PCNs a very useful revenue
source, (the streets of London are literally paved with gold for
them). H & F make about £20 million every year out of parking
and traffic PCNs.

what do you mean? The period is 9am - 6.30pm, permit or pay and
display. 6.30pm - 8pm, permit only. 8pm - 10pm same as first
period.
I parked at 7pm ish, went away, saw the PCN at 8pm ish and took
it off and left again (car remained unmoved). I thought I don't
need to activate the session because I already got the PCN. At
9ish, I thought, let me do the session incase. Came back to car
again and saw the SECOND PCN observed at 9.04.
Will the second one likely be cancelled or will they say it was
observed in the 8-10pm period?
is there anything about the PCN being misprinted?

All I can suggest you do is submit representations based on what
happened, and see what they reply with. It is very unlikely
indeed that they will cancel either of the PCNs, from receipt of
an informal challenge.
If you wait for the Notices to Owner, and submit the reps again,
they will be reconsidered probably in more detail, but against
you is council greed for money. Certainly you only have good
will for the first PCN. As for the mis-printing, you should
mention it in your reps. I have to say I don't have much
experience of mis-printed PCNs, yours is almost readable, but
we've seen some much worse. Reps for the second PCN should
certainly be for it being a continuous contravention.
Probably best to wait a bit to see if anybody else contributes
anything I haven't covered incl the misprinted PCN, but don't
miss PCN deadlines. They will serve Notices to Owner to the name
an address on the V5C Registration Certificate if nothing is
done about the PCNs. Is the owner you ?

What is the contravention on the second PCN.
Technically it is only a shared use bay when it is and not when
it's a permit only time.
But they should cancel the second if you say you removed the
first to examine it and were about to take out a session.

what do you mean by receipt of an informal challenge? will they
really not accept the appeal for the second one? happy to not
claim the misprint if it isn’t going to help the case

Representations against a PCN are called "informal challenges".
Representations against a NOtice to Owner is called a "formal
representation". Strictly speaking "appeals" are only dealt
with a the adjudicators, enven though councils use the term
freely.
I have assumed up to now, you have submitted challenges against
the PCNs, and have yet to receive Notices to Owners.
It is worth it to mention the badly printed PCN which indicates
sloppy practice in the enforcement department.

Please help - can I contest PCN 1 based on this pic:

h&f council have a requirement for 5 min observation - can i
argue the period isn’t clear?
I will then contest PCN 2 on continuous contravention, i took
the first pcn off the car but the fact I did a ringo session at
9.06 and the observed period again isn’t clear (pics taken at
9.11) -
is it risky to argue both? shall i pay pcn 1 and contest 2nd one
only?
