That is my understanding, however I do not know if that date
(and outcome) puts it out of reach of this PCN or not.
Put simply I do not fully understand my options at this point. I
am willing to escalate and hold a council to account but only if
that's of value for example

Clearly there is a complete disconnect between the statutory
time period and their website and this should be made apparent
to the adjudicator at this stage. Did you screenshot on the day
you filed the appeal?

Yes I did, although it was the same as had been the preceding
days.
