Where is their evidence that you incurred the charge i.e. CCTV
or stills therefrom? All the rest is words and assertion,
where's their evidence?

I believe there are stills on the TfL website when you type in
the pcn number

Would like some advice I apologise I’m rubbish at keeping hold
of my letters. I appealed to tribunals am I able to post the
tribunals response here?
They favoured with TfL as I have accepted the possibility there
was a confusion of payment dates HOWEVER I had mention plenty of
times on my case that I did not recieve their letter of
rejection which increased the penalty to £180. At no point in
the tribunals response did they acknowledge that TfL did not
provide any evidence for posting my letter of rejection (which I
asked for). So because of this i was not able to pay the
discounted penalty.

Just post the London Tribunals case number. All appeals at the
adjudicators are against the full PCN penalty.

(from the PCN in question which is shown in the correspondence
posted by the OP. The decision seems to reflect the situation
set out by them).
At no point in the tribunals response did they acknowledge that
TfL did not provide any evidence for posting my letter of
rejection (which I asked for). So because of this i was not able
to pay the discounted penalty.
As the case was scheduled as an appeal by the adjudicator, you
would have been notified to this effect AND sent a copy of TfL's
evidence in advance of the hearing which was postal i.e. you did
not attend and therefore it was decided on the evidence which,
if you did not add anything to your initial reps after being
notified of the hearing, would be based upon your reps ONLY and
TfL's evidence. This may or may not have included other
correspondence, we don't know.
So:
Were you notified of the hearing;
Did you receive TfL's evidence and if so how and when;
Did you submit any further comments to the adjudicator prior to
the hearing?
As it stands, you have to pay the full penalty within 28 days of
being notified of the decision.

When I did recieve TfL’s correspondence I sent in a further
statement mentioning the missing postage. To then which TfL
responded saying they are not responsible for postal errors.

In my opinon, we are well beyond the time when all parking and
traffic civil enforcement documents should be sent by tracked
mail. Expense is not an issue, because councils make hundreds of
millions of pounds each year from enforcement and can well
affors it. So is the law likely to be changed ? Just looking at
the current and past governments and parliaments of the last 30
years tells you no.

We haven't seen what you posted to them in this regard nor their
NOR, which might have contained errors for all we know, but this
is water under the bridge now because they declined to re-offer
the discount after your correspondence as is their right.
As regards the NOR, the adjudicator found as a fact:
I find that TfL sent the Notice of Rejection to the correct
address.
