Suspended pay PCN [Wandsworth - London]
By: lsh96 Date: January 15, 2026, 5:21 am
---------------------------------------------------------
Hi all,
Unfortunately I do not have the original PCN or my appeal to the
original PCN anymore, but I have attached what I do have and
will do my best to explain.
The contravention occurred on 11/11/2025 - I was parked in a
suspended bay on a road for which I am a valid permit holder. As
such my car was moved to an adjacent road so the council could
carry out works in the area.
I appealed the contravention on 13/11/2025 on the basis that 1.
I am not sure whether or not I was parked there when the
suspended bay notice was put up and 2. I am not sure they gave 3
days notice as they state they should.
I also asked for timestamped photos of when they put the sign up
so I could see if my car was there - I genuinely don't know if
it was there when they put the sign up or not.
Here is their response:

You will note 1. errors with the house numbers and 2. a glaring
error with the date they are saying they put the sign up -
either 4 days after the contravention occurred or 5 years
earlier. They also did not provide the photos I requested.
I have tried calling them to let them know they have made a very
obvious error to give them chance to correct it, but I get stuck
in a phone loop.
Just wondering if I have grounds to appeal this further or
should take the hit and pay the £70. Any questions let me know!
Thanks in advance.

The sign looks fairly clear although set back a bit from road.
You should have asked for the log of vehicles in the bay when
the suspension sign went up.
You say they relocated the car - did you know where to find it
or did you just spot it.
That they relocated rather than impounding suggests the car was
there before the sign but Wandsworth may have a policy of not
impounding permit holders.
Do you know what date you parked the car there.

Thanks for your reply.
No I didnt know where it was, I went on a checker online
(
HTML https://www.londoncouncils.gov.uk/services/parking-services/towed-vehicle-tracing)<br
/>which said it was in the next road.
No I genuinely do not know what date I parked my car there and
whether the sign was there or not.
By asking for the timestamped photos of when they put the sign
up I was hoping that would reveal if my car was there or not.

There is absolutely no point at all trying to phone them, even
if you ever get through, they'll just fob you off. Best of you
wait for the Notice to Owner, when you can include all the
points you've made here in your formal representations. Just so
you know, London councils ruthlessly game the system by refusing
virtually all informal reps against a PCN. They do this to get
the money in because they kn ow that >95% of people then
cough-up to get the discount. Only rep against NtOs are looked
at more carefully.
