Redbridge 11u, parked without payment of the parking charge, Vir

Hi -
Per above, received PCN for non-registration on RingGo for the
free hour - was parked there for less than 30 minutes. Do not
have google timeline or any such proof.
Code: 11u
Reason: parked without payment of the parking charge.
Date of Charge - 15/12
Date of appeal to council - 16/12
Date of rejection letter from council- 30/12
Do I have grounds to appeal with adjudicator once NtO / NtK
arrives? Looking at the various threads, adjudicators tend to
favor drivers given this is absolute nonsense to pay for
something which is free?
Details of rejection letter:
Thank you for your letter regarding the above Penalty Charge
Notice, your comments are noted. The details of the notice have
been checked, and I conclude that the notice was issued
correctly.
Although a one-hour free parking period is permitted, it is a
requirement that drivers validate their parking session via
RingGo immediately upon arrival. This validation enables the
Civil Enforcement Officer (CEO) to determine the precise time
parking commenced. In the absence of a validated session, the
arrival time cannot be verified, and as such, the Penalty Charge
Notice (PCN) was issued correctly in line with parking
regulations.
On this basis the Penalty Charge must be paid. If paid within
fourteen days from the date on this letter the reduced rate of
£55.00 will be accepted. After this point the full charge of
£110.00 will become due.
If you do not wish to accept this decision you are able to
appeal further to the Councils Parking Appeals section. To do
this you must wait for a Notice to Owner to be sent to the
registered keeper of the vehicle at the full charge of £110.00.
Once this has been received you will be required to follow the
instructions given to make a formal representation.
Should your representation be rejected you will be sent a form
to appeal to the Independent Adjudicator, whose decision is
final.

Did not feel like it was necessary if it’s free… ! Only would
need it if I was there for more than one hour. Lesson learned
for next time.

There are some adjudicators who will allow appeals on this but
it would help if you could prove less than an hour and better
still if you were misled by Redbridge - how did you know the
first hour is free.
