My partner has now sent the letter by signed-for delivery. The
on-line appeal form wouldn't accept the PCN number for some
reason.

What's done is done but we generally advise against using
'signed for' services. If the recipient refuses to sign for it,
all you are left with is proof your letter has not been
delivered. With regular first class post you enjoy a presumption
of delivery.

An update on this one, no surprise, the appeal was "considered"
and refused. My partner was about to pay it when I asked if I
could read the letter. it rambled on about the appeal system,
that the liability was down to the owner not the driver, but, in
this particular case the penalty charge was being withdrawn.
I suspect they bottled out when faced with someone who is not
gullible fruit. I'll scan and post the letter later on.

Sounds like a good result.
It would be good to see this letter given what sounds like some
confusing wording.
