       It is the discounted amount, as the full PCN would have been for
       £160, the £241 at OfR stage tells you this: -
       - PCN £160 (discount 50% = £80)
       - Charge Certificate (+50%) £80
       - TEC registration fee £11
       Total = £251
       Looks as if your £241 is not correct
