Hammersmith and Fulham PCN - Studdridge street NE bound - 52M
non-compliance of motor vehicle
DIR By: Quashquai20

Hi all, first time posting here and was signposted here from the
helpful people running a similar operation on the MSE forum.
This is about a PCN a family member got and I wasn't there so i
know as much as you would. Unfortunately, they are on holiday
but if necessary i will ask them for further information (they
would like me to appeal if possible however).
Date / time of contravention: mid-December 2025 around 7pm
Date of notice: 05/01/2026
PCN number: HZ96139123
Number plate: LS24SMU

-------------------------------------------------------------
Here's what i've been thinking (anything and everything) to
potentially use if i could appeal (because £80 for this is
hefty!):
- It is dark so seeing the sign is harder (they are in their
60s) and they were focused on the tight manoeuvre
- It is a car bought recently (September 2025) and have only
driven it a couple times and with it being wide it was also a
concern when getting through the narrowing.
- We aren't londoners and not used to these types of
prohibitions on side roads (it looks like a regular residential
road past the traffic narrowing)
Thank you

Problem here is that the restriction signs are about 10 yards in
advance of the narrow point, so when they were worrying about
the width restriction they had already passed the two
restriction signs. Two signs and in good order, too. The real
problem in my opinion is their lack of knowledge about these
restriction signs. Were they following satnav ? Just using this
like automatons is fatal in London with these restrictions all
over the place. Satnavs are never up-to-date.
I would advise them to submit representations based on your
narrative here, namely strangers to London (say where they
live), elderly, not used to the new car, etc. If H&F reject
their reps they will re-offer the discount provided the reps are
received within the discount period.

Thank you for the reply. I'm not sure whether they used
navigation, but i assume they did and would've definitely used
google maps. I've just checked on google maps and it allows a
route through this street without mentioning restrictions so it
is possible they simply relied on it.

To be frank, I don't see any robust appeal argument to take to
London Tribunals, all I've seen so far is mitigation, and
adjudicators cannot take that into account in their decisions.

I see, i'll just submit my representation and hope for the best.
If not, i'll just pay the fine. Thank you!

It's been a whole month exactly since i sent the representation
and haven't heard back since, but got the automatic reply for
confirmation. Is this normal?

Pretty much, I'm afraid. If you can, look at the status of the
PCN on their website to see what stage it's at.

Unfortunately, though expected, the PCN appeal was rejected.
Funny thing is they put
"On this occasion only, we will allow you another opportunity to
pay this PCN at the
reduced amount of £80.00. I must however advise you that we are
not required to do
this by law. This offer will not be re-offered for this PCN"
Am i meant to be grateful? Because they offered it in the first
place ::)

You don't have a legal right to the discount, I'm afraid, but
most London councils re-offer it to avoid the PITA of you taking
them to London Tribunals. They then have to prepare an evidence
pack and pay the discount fee, so although if they win they get
twice the amount, its actually not all that much more than the
discount. Most people cough-up when offered the discount so
their practice works.
