Nice to see the DfT guidance mentioning "the motorist" and not
"the driver". I do wish they'd stop using the word motorist.

The Interpretation Act (where applicable) provides that except
where Parliament's intention was otherwise, "driver" includes
motorcycle riders. Cyclists are not riding motorised vehicles
when they are cycling - and those that are riding illegal
e-bikes are motorists (or drivers), rather than cyclists (giving
cyclists their ordinary/purposive meaning).
