To briefly update this, as the replies reminded me, I still
appear to be in no mans land with the charge certificate on this
one for now. I have been checking weekly for any movement but
there has been nothing since the CC was issued on 22nd December
so can't progress to contesting it with the TEC as yet ::)

A quick update on this just for reassurance really that this
hasn't been passed to TEC yet. I have been checking this PCN
each week and the amount has still not risen beyond the £240 for
the CC in their portal but an entry appeared on the Key Events
page this week:
31/03/2026 10:15
I'm taking from that that I just need to stay vigilant over the
next few weeks as they are preparing to register it with TEC
since the amount hasn't risen by £10 yet?

A short update on this one as it has been nearly 4 months since
the last post. It has taken until the middle of July for Tower
Hamlets to finally register this one with the TEC. Once again, I
have not received anything through the post as yet, so I have
spoken with them today to confirm it is indeed registered and
have obtained a copy of the PE3 form which I will get witnessed
at the County Court this week and returned to TEC
electronically.
Thoroughly frustrating that the local authority are allowed to
sit on this for 6 months which feels like abuse of process, and
that correspondence through the post does not appear to be
arriving timely. I will hopefully be back soon with this one
reset back to the local authority.

My replacement PCN has arrived today dated 28/08/2026 so once
again I have not received it promptly during the first stage,
however there is still time for me to respond during the reduced
offer stage. The replacement is nearly identical to the original
I posted in the first post of this thread, is anyone able to
help me with this now that TH have finally reset the process on
this one for me please?

I think you have every right to demand that this PCN be
cancelled on the basis of grossly excessive time to register the
debt at TEC. Eight months is quite ridiculous and for me, is an
abuse of process. I also see that Hippocrates advised in a post
in 2025 (!), that the PCN was "pants"
As for the contravention itself, I see the two signs are
positioned at a much greater height than should be normal for
this kind of sign that bars entry. In addition the text on the
board below the "FLying Motorbike" symbol is far too complex to
be easily read by a motorist even at the likely 20 mph speed
limit.
I hope Hippocrates and Tincombe will come on here and advise on
the PCN and also my comment about abuse of process. A council
should not be able to benefit from such woeful mismanagement of
the enforcement process.

The differences are very minor in that Tower Hamlets appear to
have changed the name of the department in charge of PCN footage
from "Parking, Mobility and Market Services" to "Highways,
Transportation and Parking Services" on Page 1 of the PCN. Other
than that, unless I've missed anything it is word for word the
same as the original.
I have scanned and uploaded the replacement PCN below as
requested.

Ok, many thanks for the PCN posting. For me, the gross delay in
registering the PCN at TEC is the best avenue of approach if you
decide to take them to London Tribunal.
I suggest your reps make this your main point, and the actual
signage secondary. London Tribunals look on anything over 3
months as potentially prejudicial to an appeal, as memories fade
and evidence can be difficult or even impossible to obtain.
