UKCPM "NO PARKING AT ANYTIME"

UKCPM are stalking.
The driver was simply delivering candles to the church ahead of
the holidays then received a PCN in the post.
Image shows only the rear of vehicle at a time of 1532. Incident
time on the PCN says 1600, observation time not comfirmed.
Driver's proof of delivery document says 1535.
Shall I follow the same process as current with the IAS, if they
reject an appeal or can this be appealed based on their times,
images etc?
I will be appealing on the basis that the vehicle was again not
parked and that it was unloading. The driver has the POD to
support an appeal.
Can anybody help/advise on this? Much appreciated. TIA.

Have you attempted to get the person/church you were delivering
to to get this cancelled? Plan A?
I would appeal simply with the following which informs them that
without any other evidence, they appear to be attempting
extortion:

show the vehicle, does not evidence vehicle presence, and is
wholly irrelevant to any alleged period of parking. A photograph
of a sign is not evidence of a vehicle being parked.

> There is therefore ZERO evidence that the vehicle was present
at 16:00, ZERO evidence that the vehicle remained on site after
15:32:52, and ZERO evidence of any observation period or
continuous presence whatsoever. Any suggestion that the vehicle
was parked for 28 minutes, or for any duration beyond a single
instant, is entirely invented and unsupported.

> Further, the vehicle was present only briefly for the purpose
of delivering goods to the church. Proof of Delivery timed 15:35
is enclosed. This confirms a short, legitimate delivery stop and
directly contradicts any allegation of parking.

> To be absolutely clear:

incident time.
> • You have provided no evidence of a period of parking.
> • You have provided no evidence of vehicle presence beyond a
single timestamped instant.

narrative of extended parking that is not supported by any
evidence. I consider this to be a deliberate attempt to obtain
money by misrepresentation.

police for attempted extortion and/or fraud by false
representation, based on the use of an asserted incident time
and implied duration that you cannot evidence.

this PCN, including but not limited to: original image files and
metadata, device logs, operative notes, audit trails, and any
back-office records relied upon to generate the alleged
“incident time”. Destruction or alteration of evidence after
receipt of this notice will be raised as a further concern.

> 2. Provide the complete contemporaneous evidence relied upon,
including the full unedited photo set and all operative records
showing the start and end of any alleged observation or parking

treated as continued attempted extortion.

I have tried to call the church and no joy there, will try to
call again on Monday morning. I have emailed the church too.
I'll use your draft to appeal if the church cannot help.

You could suggest to them that if they do not get their agents
to cancel the charge, they are likely to be blacklisted by every
courier company in future. Also, point out that they are Jointly
and severally liable for the actions of their agent and should
they not cancel and it goes to litigation, they are going to be
called as a witness to the fact that the driver was simply
delivering an item (unloading).
