       Hello,
       On 27th October, I had inadvertently allowed the time on a
       family member's disabled badge timewheel to lapse whilst parked
       on a single yellow.
       On 23rd November I had made an informal challenge citing that
       the CEO did not provide evidence of the underlying restricted
       hours (no photo of the timeplate), so therefore there is no
       enforceable PCN.
       On 1st December, I got an emailed letter signed by NSL on behalf
       of the Head of Parking Services, asking me to, within seven
       days, provide a picture of both sides of the disabled badge.
       I missed the email and, so far, I have not received an NTO.
       I have no qualms with providing the picture as the use case is
       legitimate, but I feel like they're sidestepping the main issue
       on their part I was trying to highlight in my challenge.
       Should I just go ahead and accede to their request?

       Just so you know, photos are not required in order to enforce a
       PCN. It is who an adjudicator believes, you or the CEO who
       served the PCN on the basis of "the balance of probabilities",
       so forget the criminal law test of "beyond all reasonable
       doubt". Of course, most councils now do take photos to support a
       PCN, and make them available on-line. My view is that you do not
       have a solid case at all. If you take them to adjudication, with
       the full PCN in play, it is likely you will lose.
       However, I may be wrong so wait and see what the others say.
       Sorry if this is not what you wanted to hear, but we deal in
       reality on this forum.

       so when did you open the email from Enfield, dated 1st dec? when
       did you reply send the information requested with an explanation
       for late response? you did didnt you?

       I opened the email yesterday, I did not notice it till then.

       They ask you to repky within 7 days of receipt of this letter -
       NOT date of letter or date of service. You can  truthfully say
       you did not see it until yesterday....

       Waiting restriction applies Mon-Sat 8.00am to 6.30pm. Your BB
       clock shows arrival time 8.00. PCN time is 13.08, five hours
       after the time on your BB clock, hence the PCN. So to me, this
       looks like a pretty straightforward contravention, so I'm
       puzzled what you are trying to do to refute it. So why do you
       think you have a case for cancellation of the PCN

       And what's with the letter about the BB - your pictures show the
       BB and clock on the dash so what's going on with this.
