Good Morning all I have received a pcn from Newham council but
there weren't any signs up where i parked my van the night
before I've attached my pictures but right now newham council
are yet to upload there ones any help would be appreciated.

There are two bays here separated by a single yellow line. You
have posted a sign with the suspension notice which seems to be
the bay past the garage. So if you parked in the bay on the
other side of the yellow line, the suspension notice cannot
apply. If their intention was to suspend that bay as well, then
they should have place a separate suspension sign on the sign
for that bay too.
You should therefore submit representations that the sign for
the bay in which you parked had no suspension sign on it
therefore the PCN is void.

The council's pics don't show your van in relation to the sign.
If you were in a bay with a nearest parking sign with no temp
traffic order sign then no contravention.
Newham has form in badly using temp traffic orders. I think they
should actually cover the parking signs.

thank you all here's the draft I've done please let me know if
any of it needs sorting.
Dear Sir or Madam,
I believe that no contravention occurred because the relevant
parking restriction signage was not displayed in the bay where
my vehicle was parked.
As you are aware, for a parking restriction to be enforceable,
the council must ensure that adequate and clear signage is
installed within or adjacent to the exact bay where the
restriction applies. If signage is absent, obscured, or placed
in a different bay, motorists cannot be reasonably expected to
comply with restrictions that are not properly communicated.
Given that no valid signage was displayed in the bay, the
restriction was not clearly conveyed, and therefore the alleged
contravention cannot be enforced.
I kindly request that you review this evidence and cancel the
PCN. Should you require any further information or photographs,
I will be happy to provide them.
Thank you for your attention. I look forward to your
confirmation that the PCN has been cancelled.

I would amend it to:
The contravention did not occur as there was no temporary
traffic order sign on the parking sign in the bay where I parked
my van.
The pictures taken by your CEO do not show the location of my
van in relation to any sign but I took one to show you
(enclosed).
As I was entitled to rely on the parking sign the contravention
did not occur and the PCN must be cancelled.
