       Hi all,
       I got a PCN from London Borough od Merton.
       Contravention Code: "51J Failing to Comply with a no entry
       restriction"
       PCN Address: PEEL HOUSE SERVICE ROAD JW KENLEY ROAD MORDEN
       Sharing letter and evidence below:

       It is next to the Morden tube station car park. I was rushing to
       park the car, catch tube to go for a meeting.
       Can anyone hint how this can be appealed, any satisfactory
       grounds?

       It has been 'No Entry' for at least 17 years - see this Google
       Street View from 2015 (LINK

       both showing 'No
       Entry' signs/markings.
       The experts will no doubt be along soon to advise on any avenues
       of challenge.

       Well it is certainly a long-standing restriction, and from the
       GSV views, the traditional No Entry sign is used, although that
       may not be the sign that is there now, (possibly Flying
       Motorbike signs instead). However although the contravention
       seems made out, the plain fact is that the video doesn't show
       your car passing the signs, being taken from Kenley Road.
       Whether this would be enough to get the PCN cancelled at London
       Tribunals is another matter. The council will, of course, reject
       your reps, as they do >95% of them, because they know from
       experience that most people then just cough-up.
       However, notwithstanding the above, you say "I was rushing to
       park the car, catch tube to go for a meeting", but the video
       shows you leaving the car park area and moving onto Kenley Road
       !

       Thanks. There are multiple car parks there. The one next to the
       Sainsbury's has time limit. I parked the other one where I can
       stay longer duration.

       But Incandescent's point was that the video shows you driving
       straight past the entrance and away from that car park, which
       rather contradicts your point that you were rushing to park your
       car in it...

       No no. SatNav diverted me to enter the car park next to the
       Sainsbury's. If I could drive left and enter the car park in
       front of the  Sainsbury's, I should be OK. But, I had to stay
       whole day and therefore I drove towards the car park next to the
       station (Parking location ID 801 633). I guess I violated only a
       few meters. Because the road is both way afterwards.

       Please explain. Last GSV view shows No Entry signs; we need to
       know what is there now, if you say it is now timed.

       Is the sign placed to control traffic on a road or simply a
       familiar one placed on private land?
       A so-called yellow box junction placed other than at the
       junction of roads(and all other qualifying locations) and across
       opposing lines of traffic might suggest private land.
       IMO, challenge on the grounds of sat nav confusion and ask for
       discretion. But if they're not minded to do this then require
       proof in the form of a copy of their highway register to prove
       that the location is classified as a 'road' which may be subject
       to the 'No entry to vehicular traffic' sign.
