       They would have to provide a certified copy of the PCN at the
       tribunal and the CEO's notes that it was served should the
       appeal be that it wasn't.
       It doesn't seem you have an exemption - collecting pre-ordered
       goods to load would be one.

       It does seem strange that the PCN wasn't in the envelope, or my
       pocket or in the car when I looked for it.  I could argue that
       it wasn't served and let them prove otherwise...

       Others with better eyesight than me will no doubt offer their
       opinions, but it seems to me that there is something in the
       envelope in the last picture of your car. Whatever I am seeing,
       the adjudicator will also see.

       I could argue that it wasn't served and let them prove
       otherwise.
       Which they would at adjudication as they would have to prove
       their case in any event. But this would be for the full penalty.
       It's your money.
