Lost/missing PCN

Hello all
I left my car on a yellow line whilst popping into a shop and
came back to find what appeared to be a PCN attached to my
windscreen. I grabbed it and shoved it into my pocket,
intending to look at it when I got home, but when I took the
envelope out of my pocket later, it was empty. There is no sign
of it inside the car, so it either fell out of the envelope at
some point or it was taken out by person/s unknown (unlikely I
know) or there was never one in there in the first place.
I don't know who deals with parking enforcement in this area as
we have a small district council and they do not have their own
CEOs. Not sure who to contact or what to say. I don't want to
incriminate myself, but I wanted to have sight of the PCN in
case there are any irregularities that may allow me to avoid
paying the penalty - I am on UC due to a recently diagnosed
health issue so my income is low.
Any advice gratefully received

Hi,
If you got a PCN ticket on your windscreen and lost it. Just
wait for a PCN letter to come through, assuming you are the
owner of the vehicle and it is registered at your current
address.
Alternatively you can email the council of the borough you were
in and ask if there are any actively issued PCNs against your
vehicle registration and they will usually respond, I don't
believe you would be incriminating yourself in anyway.
I had to do the same a few years ago, i.e. emailed a few council
in the areas I drove through asking if there are any active PCNs
against my vehicle as I had bought a new vehicle. The seller
hadn't done the V5C transfer, had been way over a month, had to
call DVLA to get a V5C issued to me and then check if I had
incurred any potential penalties active, as vehicle wasn't
registered to my name and address during that period so would of
been sent to previous owner.
I would say wait for a letter, if you don't receive one within a
week or two, you can follow it up if concerned.
Better to follow up such head on if aware rather than dealing
with the aftermath of missed fines, accumulated fines etc.

You won't receive a PCN letter through the post. Assuming a PCN
was served, then the next notice would be a Notice to Owner
served on the registered keeper no earlier than 28 after the PCN
was served.
Give us the details of the road and we can work out who is the
enforcement authority and direct you how to contact them.

Thanks for the reply
The car was parked in Station Road East, Oxted RH8 so it's
Tandridge District Council. I know they were using the adjacent
Local Authority (Sevenoaks) to do their parking enforcement at
one point, but I believe it may be Surrey County Council that
are responsible for this now.

I think [member=428]H C Andersen[/member] is correct when he
says I will not get a copy of the PCN but a NtO and at that
point I will have lost my ability to pay 50% of the fine, which
I may have to do if it turns out there are no grounds for appeal

the penalty charge notice or you are having a problem using the
payment system, call our helpline on 0330 175 5930, where
someone should be able to help you.

I've just had this conversation with someone on the Surrey CC
parking portal (incidentally run by Marstons Holdings)
Are they in the right?
Seems wrong that I can't see a copy of the PCN until I challenge
it!

Tney re not under any obligation to provide a copy of the PCN in
this instance, in fact it would be impossible for them to have
done so, for example how could they replicate the printing
alignment with a copy? You don't need a copy of the PCN for your
purposes, the best you could hope for would be a blank PCN IMO.
You can see from your last post that the info uploaded from the
CEO's HHC is precise. The photos show a period of at least 2
minutes between first photo and service of PCN and you know that
the time on the PCN was 17.07. Therefore IMO you're left with
the printed info which a blank would reveal.
It's your carelessness which lost the PCN, you cannot visit this
upon the council or expect them to change their procedures.
Try looking on this forum for other SCC PCNs issued recently.
