       Barking and Dagenham PCN - Code 62 - Parked with one or more
       wheels on or over a foothpath - Standfield Road

       Hello everyone,
       I received this PCN for parking on a yellow line on Sunday. I
       parked partially on the footpath because the road is very
       narrow, and it wouldn’t have been possible to park only on the
       yellow line—cars wouldn’t have been able to pass, and other
       drivers wouldn’t have been able to park in the residents’ bays.
       I made sure to leave enough space for pedestrians and wheelchair
       users. On this road, there are also parking bays that cover half
       of the footpath.
       I’m thinking about appealing the PCN on the basis that drivers
       are allowed to park in the marked bays with two wheels on the
       footpath, and due to the narrow road it wasn’t possible to park
       solely on the yellow line. Do I have any chance of winning the
       appeal?

       Please post a GSV link to the location. (the street view page)
       Often it's possible successfully to appeal these because the
       council have passed a resolution to allow off-carriageway
       parking in the street, but haven't followed this up with an
       order restricting parking to marked bays.

       The parking bays are specified as permit parking but not also
       for 2-up footway parking.

       What does it means ?

       It means you were not in a marked bay so an adjudicator is
       likely to say you were in contravention on the footway as there
       is a London-way ban except where exempted.
       But there doesn't appear to be an order for footway bays so
       they've just painted them there.
       There could be a council resolution exempting the whole street
       from the ban.

       That there are bays painted on the footway is in your favour.
       You ask for a copy of the resolution and the council will either
       not be able to supply one even though there are bays marked or
       more likely the resolution allows footway parking for the whole
       street. If it goes pear shaped and the have the correct
       resolution the we will have to look at other options
