Thank you all of the input and efforts in explaining all of
this. I will keep a close eye on the date. Sorry for asking
questions that were answered already. My head was not very clear
on all of these procedure and timing. Many thanks again for all
       of your kind help!

       Dear all,
I have another question. I have been checking council's website
quite regularly since Nov and the charge stays at £105 without
change. I also called Enforcement centre in Dec and they replied
that there was registration of this charge on their records. How
long should I keep waiting for this? Is there an expiry date on
       this charge to become invalid?

I assume you mean "no registration" ?

oh! Made a mistake. No registration with the traffic enforcement
       centre.

All you can do is keep any eye on it. The charge goes up by £10
       when they register the debt.
