       Hello,
I hope someone can take a look at this one:
i parked in London, on Bedford Way, near Russell Square this
       weekend.
The parking sign had a blue P, a picture of a bus and
instructions of how to pay for parking underneath.
I paid for 2 hours' parking via the Ringo App - £26.50.
When I came back I had a parking ticket.
       This is the sign:

Were you parking a bus there? Post details of the PCN as per the

I presume you misread the sign as being buses in addition to
       others instead of only buses?

Yes, that's what happened. There are no markings on the road to
say 'buses only' and there are no other signs.
I assumed that buses could park there for free and everyone else
has to pay. i paid via RingGo, using the code for the place and
there were no warnings - obviously, i'm registered with RingGo
       as owning a car.
In the Traffic Signs Manual, CHapter 3, there are no examples of
this type of sign or what it could mean, and I think a
reasonable person would assume that they could park there.

       I can't see a case I'm afraid.
       Manual says:
“Pay and display” signs may include the symbols in S4‑5
where parking is of a specific type.
       Symbols include bus.
Camden has a bus P&D traffic order for two bays outside the
hotel, and the tribunal decision below indicates you'd be on a
       loser.
You can of course try an ask for discretion - what was the
       reason for parking?

       Case reference 2250076661
       Appellant Amir Khan
       Authority London Borough of Camden
       VRM WN18 HSF
       PCN Details
       PCN CU69301877
       Contravention date 14 Dec 2024
       Contravention time 12:27:00
       Contravention location Bedford Way
       Penalty amount GBP 130.00
Contravention Parked - place not designated for class of vehicle
       Referral date -
       Decision Date 06 May 2025
       Adjudicator Carl Teper
       Appeal decision Appeal refused
Direction Full penalty charge notice amount stated to be paid
       within 28 days.
       Reasons
The Appellant has not attended. They were notified that the
hearing would take place today at 12:15pm by correspondence
       dated 5 March 2025.
I considered adjourning the appeal but decided that it was not
in the interests of justice to delay the hearing of this appeal
       further.
The Authority's case is that the Appellant's vehicle was parked
in a parking place not designated for that class of vehicle
(buses only) when in Bedford Way on 14 December 2024 at 12.27.
The Appellant's case is that the location appeared to be a pay
to park bay for motor vehicles.
I have considered the evidence and I find that the Appellant's
vehicle was parked in a parking place not designated for that
class of vehicle (buses only) when in Bedford Way on 14 December
       2024.
The definition of a bus is to be found in the Traffic Signs
Regulations and General Directions 2016 and reads as follows:
"bus" means a motor vehicle constructed or adapted to carry more
than 8 passengers (exclusive of the driver),
I find, as a fact, that the Appellant's vehicle is a motorcar
and it is settled law that a motorcar is not a bus.
Further, I find that the signage at this location is compliant
with the regulations and indicates the restriction. The fact
that the Appellant paid to park there is not a defence or an
       exemption.
Payment may well have been taken, however, it does not follow
that the parking payment app knows what motor vehicle is being
paid for or where the location actually is.
All such matters raised by the Appellant go to mitigating
circumstances, which have been considered by the Authority they
do not raise an exemption or a defence.
The Adjudicator decides appeals by making findings of fact and
applying the law as it stands. The Adjudicator has no power to
quash a penalty charge on the basis of mitigation submitted.
       The appeal is refused.

       @stamfordman  - if I check
  HTML https://myringgo.com/parkinglocator<br
/>with the location code from the timeplate - rinngo tells me
       the
bays are for “Vehicles permitted: Any”
As the OP used ringgo, could this be an appeal angle?

That is a good point although on the mobile app it doesn't say
that. It does though allow you to buy parking for a non-bus
using the bus bay location code, but I don't think that's useful
as parking apps are not coded for vehicle type I think, just a
VRM, but when you add a vehicle Ringgo does check what it is -
make at least - so this is poor by them.
