Merseyside UKPC Parking Charge at McDonalds car park

England - Need advice on a UKPC Parking Charge at a McDonalds
car park
Hi all,
I’ve just received a letter via post for a parking charge at a
McDonalds car park from UKParkingControl.com. The date was
16/10/2025, when I parked there to go into the nearby town
centre to take care of some chores. The UKPC letter was issued
on 18/10/2025 however has only arrived on Monday (03/11/2025).
We have ongoing delays with our local post (I was sent a letter
from work 19 days ago which has only arrived today). This letter
states that the charge is £100, reduced to £50 if paid within 14
days of the parking charge. On the day in question, I believe I
did also visit the McDonalds but I’m not 100% sure. I also would
likely have had a valid blue badge on display when parking as I
usually do, but it is not visible in the photos as they’re taken
from too far away to see it.
My questions are:
- Is this even enforceable?
- Is it enforceable if I was parked at McDonalds and also
visited McDonalds? Will they have evidence that I did or didn’t
visit McDonalds?
- If enforceable, can I request to pay the discounted rate as
the letter has only just arrived due to postal delays?

Yes, they could take this to the small claims court.
We need photos of the signage, they may well say a VRM needs to
be registered.
The delay they will say is not their fault.
However, b789 says do not pay a penny to UKPC.

How on earth can we know whether it is "enforceable" if we have
no idea what the actual alleged contravention is?
Have a read of this and then show us the Notice to Keeper (NtK)
if it was sent by post or the Notice to Driver (NtD) if a
windscreen Notice.
