I've been keeping an eye on it as you suggested and the council
have just uploaded a Do Not Contest form in the evidence section
:)
Good news, but want to check do I still need to attend the
tribunal hearing? And can I keep ignoring the charge certificate
or should I tell the council the PCN will be cancelled?

If the council has uploaded a do not contest form, the appeal
hearing will be cancelled and the tribunal will send you a
letter saying the appeal has been allowed by default. This is
done by the admin staff, they're hardly going to waste an
adjudicator's time looking at an uncontested case.
You don't need to do anything else and that is the end of the
matter.
