       Until the vast sums gained by councils and TfL in London are
       severely kurbed, the situation will continue. We had the same
       situation with speed cameras, where the councils and the police
       kept the fines money. There was a big political row and the
       government cancelled the scheme, so that all speed camera fines
       are submitted to central government. PCN penalties in London are
       over double the rest of the country. THere is a provision in the
       LLA & TfL Act 2003 which permits the Secretary of State to
       intervene, (see below). So far no SoC of either governing party
       since the Act came in, has intervened, so they must think the
       penalties are OK
       So the moral is, just think carefully who you vote for in
       future.
