Waltham Forest – Contravention 31: Entering and Stopping in a
Box Junction When Prohibited, Leabridge Roa

I recently moved house and was completely unaware of the first
letter they sent me — this is the first time I’m seeing any
       reference to this PCN.
I’ve checked the video on the Waltham Forest website, and
basically, I was in the yellow box turning right. Just as I was
about to exit, traffic ahead stopped, so my rear wheel stayed
inside the box for around 8 seconds before I started moving
       again.
I’m not sure if there’s much point in fighting this one, but I’d
really appreciate your thoughts before deciding whether to pay
       or appeal.

OK, you moved house and didn't get the PCN, but how, then, did
you get the Charge Certificate, because it would have been sent
       to the same address ?
There is a process to get the matter reverted to the PCN stage,
but it's 01.04 as I type so tomorrow.

When I went back to visit my mum, I found this letter there.
I’ve got no idea where the first one ended up though.

Thanks for the detailed explanation — really appreciate it.
Just to check, is all of this process basically just to get the
case back to the PCN stage? I was under the impression I could
still fight it based on how briefly my rear wheels were in the
yellow box — it was less than 8 seconds. Or have I actually lost
the right to appeal at this stage?

Yes, this will reset to the PCN stage and then you can appeal -
or pay at the discount rate - so there is a substantial saving
to be made even if you do have to pay.
