It's a Pay-by-Phone bay with a phone number, or there is a Ringo
label to pay using their app. The traffic order may allow
loading in these bays.

charge because tomorrow is last day to pay 50% of fine.

If there was no exempt activity I can't see what you have as a
challenge, and as I said Havering does not reoffer the discount
so making a challenge just to ask them to use discretion for
being by the shop is likely to just throw away £55.
Maybe there's something you haven't told us though.

OP, the PCN was served on 17th.
The discount ends of 30th, this is the end of tomorrow.
At this stage the evidence is all against the driver who'll have
to decide what to do pretty sharpish.
