       10% +2 Is it still a 'thing'

       I'll post up if I hear more but a few on a M/C forum are
       claiming places are now proceding with prosecutions at below 24
       in the new 20 mph sections. The conventional wisdom from
       long-standing members has been that this is apochryphal (sp) and
       yet to be substantiated?
       Has anyone been prosecuted at less than 10% +2 and can share the
       NIP?

       Can any of the people on the forum you refer to produce an NIP
       to support their claims?
       There was a discussion about this here recently:

       (the example in
       question being a good few years old)
       One or two examples in over 10 years can probably be put down to
       clerical errors, unless we start seeing a sudden flurry of them.

       A mate tells me it is happening in Wales, posts on Facebook,
       some as low as 21mph.
       Absolutely no provenance except it must be true cos it's on
       Facebook.
       The mate has problems with reality at times.
       Unless and until the ACPO alter their guidance, I cannot see it
       happening.

       I have seen many people make such claims over the years,
       including a colleague at work who was adamant he got a NIP for
       34 in a 30 but had to admit he was wrong after checking the
       paperwork.
       Some people on social media get very argumentative when you
       don't accept what they're saying at face value, but I'm yet to
       see any proof.
       A few years ago we had a case where someone got a NIP in Kent
       for something around 75 in a 70 in Kent, and when it was pointed
       out that this was below the prosecution threshold, Kent Police
       admitted the notice had been issued in error and no further
       action would be taken.
