Like so much of English law using words like "reasonable",
"adequate" etc is they are subjective and depend on the opinion
of the person assessing whether something is "reasonable", or
"adequate". Your 'inadequate' will be the councils 'adequate,
and only an adjudicator, presented with arguments from both
sides can decide one way or the other.
But carry on anyway !!

Thank you for your comments. I am well aware of the subjective
matter of which the Adjudicator may sway either way.
Unfortunately, there's no other way to find out other than go
all the way to London Tribunal. A risky move as I may end up
paying double the price and that's why such laws and regulations
are stacked up against the common person.
I am incensed of how councils like LBHF introduce such schemes
mainly to raise revenue rather than having the well being of its
residents as their primary objective. This is the same council
who for years wouldn't even allow installation of zebra crossing
100m away from the pedestrian and cycle zone to allow the school
children to pass the road safely to go to school.

Good morning,
I just wanted to say that London Tribunals has emailed me this
morning saying that LBHF won't contest my appeal with Case
Reference: 2250576030 meaning that my PCN has now been
cancelled.
Thank you to the forum and its members like Incandescent and H C
Andersen for their advices and information offered to support my
case.

Oh well done that person. H&F are clearly trying it on so many
times. As well as my Cobbold Road one, I'm currently appealing
to them for a parking ticket my wife recieved just off the
Talgarth Road. The road she parked in is within their A Zone BUT
the way she entered it she passed a Zone Ends sign and on
turning off Talgarth there was no Zone A sign present.
Strikes me signage is their biggest failing.

It probably is, but they carry on because most people getting a
PCN pay it as soon as they get it, like >95%. It's a nice little
earner for them.
