NIP for 36mph in 30mph zone, vaque reference to Local Traffic Or

I've received a NIP for 36mph in 30mph zone on the North
Circular, London. Should the actual Local Traffic Order be
specified on the NIP for it to be valid? It just vaguely says 'a
Local Traffic Order':
Offence: Exceed a 30MPH speed limit in contravention of a Local
Traffic Order - automatic Camera device
It then gives date, time, location and recorded speed.

The NIP has only to state "the nature of the alleged offence and
the time and place where it is alleged to have been committed".
Is the location so vague that you don't know where it is?
If that stretch of the North Circular has a system of
streetlighting (which I imagine it has) it is a "restricted
road" where the default speed limit is 30mph and no traffic
order is necessary.

OK, I understand.
It's clear where the location is, my question was more of have
they fulfilled the necessary obligations/details to correctly
serve the notice - just referring to 'a Local Traffic Order'
seemed lazy and vague. But of course as you point out, there is
a default on restricted roads.

In Section 5 of the NIP at the bottom where you sign and date,
there are boxes asking for email and phone number, but nothing
to say if they're optional.
Are these details mandatory?
