       53 J Failing to comply with a restriction on vehicles entering a

       Hi, I'm guilty having just come off a night shift and didn't see
       the signs - was also foggy, however I have been issued with a
       PCN before for going through a school street as this is and the
       fine was £80 reduced to £40 but I cant find the details. Is
       there any way of accessing past PCNS based on registration
       number and if the fine is so different would that be a
       procedural error? Thanks in advance for any help to reduce or
       avoid this.

       The PCN penalties are correct. Under the current Mayor the
       penalties have been increased to eye-watering levels, mainly, I
       suspect, to make sure people pay-up straightaway as the full
       penalty is so large. However, it is a fair few years since the
       penalty was £80.
       There is an advance warning sign on your approach: -

       and here are the restriction signs: -

       which are not ludicrously high-up.
       However, the advance sign would be easily missed of you were
       driving in fog, with your attention necessarily concentrating on
       keeping close watch on the road ahead, and the same applies to
       the signs at the entry to the street, so I would submit
       representations that although you were driving slowly, you did
       not see the signs because of the fog.

       which has been laid out to improve amenity for pedestrians [F14,
       drivers of electric scooters being used in a trial] and
       cyclists; and
       (b)
       to which the entry of vehicles, except [F15electric scooters
       being used in a trial and] pedal cycles, is prohibited or
       restricted
       Can't see how this area has been 'laid out to improve amenity
       for pedestrians and cyclists', GSV for previous years shows the
       same footway and carriageway configuration either side of
       2023/2023 when the signs were erected.
