Dear Sirs.
A bit of a long shot here. I received this on a Sunday in
Redbridge when I parked in a suspended bay.

No work is evident since the beginning of the suspension it's
been 2 days.
I am disabled and my badge was clearly displayed.

There look to be suspension signs ahead and behind your car -
did you not check parking signs?
I can't read the small print on the suspension - is it actually
a bay suspension? You have a code 21 PCN.

The small print is on the second attachment.
'6 bays outside 35 to 45 junction of York rd/York Mews'.
Yes, I should have read the notice properly but being a Sunday
and no work had commenced i thought it was OK. Oh boy how I was
wrong...

Suspension for "emergency gas works" yet no work commenced since
the suspension started over two days ago. Some emergency !!

Just drove past today and no "Emergency works" has started even
today..

You will only have a case at the end of the suspension period,
if no works are undertaken. Sorry, but that's the way it is, I'm
afraid.

So drove past last night and no works had taken place and the
notice on the lamppost has disappeared.
There are still some yellow markings on the floor.

I suggest you start preparing your representations today, and
assuming no work is done tomorrow, Friday, submit them. Point
out that no work has been done whatever, and the reason stated
on the sign was "emergency works", which you consider mendacious
as whatever the work to be done was, it was clearly not an
emergency. So as the purpose of the suspension did not take
place, no offence has been committed. And you therefore request
that the PCN be cancelled.
