NIP's arrived over a month of offence all offences on the same r

I am in deep trouble and need assistance.
One of the roads I commute on has one of those big yellow
cameras and I did not notice it until I started getting the
speeding fines it was there (it is almost hidden by trees and it
is in an area where there are many camera signs but most of the
roads do not have any cameras)
I have received 6 speeding offences and now believe more are to
come as I pass there every day and usually go over the limit as
it safer for me.
(it is a tight road and I drive a motorcycle. It is a place with
many crossings and if I speed a bit I tend to get away from
crazy people trying to cut me off.)
However all these notices have come now and they are for
offences in August.
If I new of the first I would have tried to find another road or
slowed down.
I read in your website that these should come with 14 days from
the offence and none of them are. (latest one that has arrived
is from the 22/08)
Chronology of the NIPs and actual status:
Identified:
Offence on the 13/08 - NIP 24/09 - paid (at time I thought I had
only 2 so I paid one and was going to pay the second)
Offence on the 11/08 - NIP 24/09 - Identified COFP 30/09 (was
going to pay this at the end of the month as I dont have money
at the moment)
Yet to Identify myself:
Offence on the 05/08 - NIP 02/10
Offence on the 07/08 - NIP 02/10
Offence on the 14/08 - NIP 02/10
Offence on the 19/08 - NIP 02/10
Offence on the 22/08 - NIP 02/10
Questions and advice:
1. Are they allowed to send these NIP so far away and can I
challenge them on the date alone?
2. If I can't challenge is there a way that I can ask for extra
time to pay them? Like pay once a month? Do I need to go to
court to ask for that?
3. Since they wont suspend my license until I start identifying
myself, would it hurt me asking for extended payment I if
identified them at the end of the 20 day notice?
4. I commute there every day so I expect to get more from
September, should I wait for them or just try to ask for delay
of payment now?

First question, is the name and address on the V5C correct, and
was it correct at the time of the offences?

More specifically to the Registered Keeper (RK) - thus the
question above.

As all of the notifications are around 1+ month after the
alleged offence it would seem you are not the RK?

As an aside you have no option but to identify the driver.
Failing to do so within the stipulated time will give you more
issues (6 points each). And the NIP being 'late' isn't a
defence to failing to nominate.

As above, more detail needed. But in simple terms they are
'allowed' but their systems should not allow a NIP to be sent so
'late'. (Unless there's a very good reason to do so)

The timelines are fixed - there's no allowance (pre-court) for
any leeway. You can obviously delay the process assuming you
keep the deadlines, but it would seem this is heading to court
regardless...

Once you get to 9 points and then you cannot accept any fixed
penalties - the matter will be going to court. Upon hitting 12
points you will receive a totting ban of 6 months unless you can
submit a successful 'Exceptional Hardship' plea.

September, should I wait for them or just try to ask for delay
of payment now?
If the matter heads to court then you'll want all offences heard
at the same time.

I just wanted to identify myself as late as possible to get
delayed payments.

paying the charges? After court can I ask for a delay of payment
or some kind of monthly payment?

They sent me a COFP when I am at 9 points should I wait court to
pay that?

OK. Ill delay as much as possible then. And identify at the end
of the 20 day period.

07/08 - 38mph in 30zone
11/08 - 39mph in 30zone
13/08 - 36mph in 30zone
14/08 - 47mph in 40zone (the road changes the limit on the other
direction)
19/08 - 38mph in 30zone
22/08 - 37mph in 30zone

It would be unlikely in the extreme that so many NIPs were
issued 'late'. (But not impossible)
Do you have the V5C to hand?

Payment isn't going to be a problem (in the short term). After
you have accepted the 3rd offence, you will not be offered a
Conditional Offer of a Fixed Penalty as another 3 points would
cause you to tot up.
So all the following offences will see you attending court, at
which you will banned for 6 months unless you can come up with a
compelling exceptional hardship argument that court accepts.
Court fines can sometimes paid in instalments.

No I haven't moved in over a year.
The V5C did not change hands.
