       I've tried to check law but while there is the 1984 act that
       allows authorities to create off-street parking places I can't
       see anything on display of terms and signage. So the adjudicator
       seems to be right in saying:
       In fact, off street carpark signs do not have to comply with any
       specific rule or regulation, or to convey ‘terms and
       conditions.’ It is necessary only for the signage to convey the
       correct information and not mislead, so the question is whether
       the signage at the relevant location is substantially compliant,
       clear and adequate.
       So here there were no off-street signs at all - only an
       on-street entry sign to an off-street car park!
