       None of the photos on the Redbridge site show a PCN stuck to the
       windscreen. Which is unusual unless this was a driveway before
       the PCN could be served.
       And in case it becomes relevant my understanding is the the last
       character of a PCN number is a checksum and can be a numeric or
       the letter A. This suggests to me that AF10903686 is the PCN
       immediately following AF10903675.
       At a guess it seems that AF10903675 was attached to the car
       window at some point. Father found it and paid it.
       However a second PCN AF10903686 had been issued, maybe because
       the first had a mistake. The second PCN wasn't attached to the
       car. At the moment there is no proof of any of that, other than
       father paid a PCN.
       So I suggest you ask for copies of all three PCNs or failing
       that full details of all three PCNs, the dates, times and
       locations of issue, the alleged contraventions, the CEOs badge
       numbers, copies of the CEOs contemporaneous notes and all photos
       associated with the PCNs. Not just the few that are on the
       website.

       So just an update, it's taken an age to get the full PCN details
       from the council through a FOI request as I had requested on
       behalf of my father and then they wanted proof of father's id
       but the upload link would not work so had to escalate it to them
       and as always hard to reach over the phone. Anyway, eventually
       they sent across the details and as suspected they are duplicate
       PCNs relating to the same contravention. Looking at the details
       it seems AF10903675 was initially issued and attached on the
       window screen but the enforcement officer generated another PCN
       at the same time.

       However, the note mentions they had sent a refund on the payment
       my father made which we had no idea about. After checking his
       bank account it is true but this refund was made after they had
       rejected the initial appeal.
       So as a timeline:
       - Offence Date: 6th Aug 2025 13:08
       - CEO generates two PCNs: AF10903675 (noted 13:26:07) and
       AF10903686 (noted 13:23:06)
       - Attached PCN on windscreen is AF10903675
       - Discounted £80 penalty charge is paid on 10th Aug 2025 for
       AF10903675
       - Letter received from council on 5th Sep 2025 saying full
       penalty payment of £160 is due on AF10903686
       - This was appealed to the council saying it was paid but
       rejection letter received on 23rd September saying it relates to
       another PCN and offered discount rate for 28 days to pay the
       charge on AF10903686
       - Council sent a refund on 6th October for AF10903675 without
       any letter or notification
       I have a London tribunal call setup for late Feb. Do I still
       have a strong case even though they refunded the initial
       payment?

       I think this is simple ( in theory ). Your father was not served
       with the unpaid pcn otherwise he would have paid i and that is a
       complete defence. If he had received both, he would have queried
       it. I am happy to be your tribunal representative. Email

       happened to a client in Barnet except he didn't pay, consecutive
       pcn refs, the last digit is a check digit so ignore it and then
       the numbers are sequential.
