Just small update on this: I have read the PCN again , and they
made a mistake when they mentioned the colour of the vehicle.
They did put Black when on paper is Blue. Can this be used for
appeal ? Thanks

Sorry, no. The PCN must contain a set of statutory information;
colour of vehicle is not mandatory.

Barring procedural errors of mega proportions by the authority,
IMO get out with minimum cost.
As you didn't leave the baby at home alone, somebody else was
there. Your obligation was to move out of contravention as soon
as possible. IMO, 30 minutes means you did not.
