       Hi Apologies, the van is a lease taken by my employer from
       Arval.. I have spoken to Arval about the PCN, they simply said
       to copy them in on the appeal .
       Hope that clears it up

       Not really. You're only the driver. Why would the lessor deal
       with you as you are a stranger to these proceedings: your
       employer is the lessee.
       You're as remote from the formal process as it's possible to be.
       Unless your informal reps succeed, Arval would receive the NTO.
       ..and do what? Transfer liability to your employer..
       ..and how would this be received given that the PCN was incurred
       in what appears to be your private business but with a company
       vehicle?
       I don't know the dynamics between you, your employer and Arval,
       perhaps you do.
       These might influence your actions regarding how far you could
       push this at the informal level.
