I had been parking like once or twice a week for many months
outside my Girlfriend's rented place. We had asked the landlord
whom said visitors were allowed to park in the bays on the road
outside the apartments (there is no signage for these bays ,
apart from a residents only sign) A few weeks ago now I
received a PCN form the council, saying "85 parked without a
permit where required" see link

Here is a video showing the entrance of the road, there is
simply a sign that says private parking only.

Interestingly below there are 'Car Park' terms and conditions
for an adjacent car park at the end of the road. Surely this
does not dictate the terms for the bays at the entrance of the
road ?

Can I appeal arguing that we were given verbal and text message
permission to use the space and/ or should I appeal pointing out
there is not sufficient signage in the bays mentioned

The CEO has taken a pic of a terms board that suggests this is a
council car park - have you seen this?

Hi Yes .
There is a sign but it is at the very very end around 50 meters
of the road at the entrance of another car-park at an angle,
which on the corner leading to a car park section . Within that
car park section there are signs mounted on the lamposts . You
will see it on the video links

There is not however any signage around the white lines on the
Telford court road before this car park section, neither is
there anything mounted on the lamposts unlike the car park
section mentioned above
Also as mentioned the landlord had told us in text message that
we can use these bays ..

See Schedule 3, Item 34 and page 62 which shows the location and
limits of the car park..
This shows that there is a regulation order covering Telford
Court Car Park. Whether the signage is adequate for these areas
has yet to be established.
Cost of Residents Permit: £0 per annum
Cost of Residents Visitors Permit book: £15
She should get her free permit and/or buy a book.
Are you the registered keeper of the vehicle with current DVLA
details?

I have parked there many times without issue . Ironically on
this day parked I was actually helping to move my girlfriend
from this property to another..
This is a rental vehicle from the company I work for .
Is this ticket worth the appeal or should I just pay it . Its
already passed the reduced cost period

Hi The van is a formal rental agreement possibly a lease through
Arval .
In the appeal should I just lean on the informal agreement from
the landlord , or include the pictures and make a point of the
lack of signage at the pays before the carpark ?

The van is a formal rental agreement possibly a lease through
Arval
In Parking World hiring agreement and lease are chalk and
cheese.
A lease by whom, you or your employer? This is a complex area
and precision is required.
As regards your reps, IMO forget about defending your position
by attacking the signage etc. because this is unlikely to move
them to exercise discretion.
