       Received a TFL Charge Certificate but did not receive a Notice
       of Rejection

       Hi all,
       I’m looking for some advice regarding a TfL Penalty Charge
       Notice. I received a PCN from TfL a while back, I submitted an
       appeal through their website within the time limit.
       When I log into the TfL portal, it clearly shows that my appeal
       was received. However, I never received a Notice of Rejection
       from them.
       Instead, I’ve now been sent a Charge Certificate, increasing the
       penalty by 50%.
       From my understanding (and talking to Chat GPT  ;D ), once I get
       the Order for Recovery, I’ll be able to submit a statutory
       declaration (TE9 form) stating that I made representations but
       never got a Notice of Rejection.
       I’ve kept evidence:
       A screenshot from TfL’s site showing “appeal received.”
       My questions are:
       I received the Charge Certificate today, Chat GPT says to wait
       for the order of recovery, is this correct or should i make
       efforts to resolve this before then?
       Will the statutory declaration definitely be accepted if I file
       it correctly and on time?
       I've seen some info saying that i need a witness when filling
       out the TE9 form, is this true?
       When it resets, will the penalty go back to the full amount (not
       the discounted amount I would’ve paid if I’d received the
       rejection)?
       Has anyone had success in asking TfL to re-offer the discount in
       situations like this?
       Any guidance would be much appreciated.

       out the TE9 form, is this true? Who knows, we don't know the
       contravention and therefore the relevant legislation e.g.
       parking requires a Witness Statement which only you need to
       complete whereas moving traffic requires a Statutory Declaration
       which needs witnessing etc.
       When it resets, will the penalty go back to the full amount (not
       the discounted amount I would’ve paid if I’d received the
       rejection)? It depends. TfL are required to refer the matter to
       the adjudicator but should also notify you when they receive the
       court's revocation order with which they should include a copy
       of the NOR and might re-offer the discount.
       Has anyone had success in asking TfL to re-offer the discount in
       situations like this? See above.
       *- if the NOR went astray then so could an Order for Recovery
       and if you're totally passive in this matter the next stage
       could be bailiffs! The solution is simple i.e. just keep
       checking TfL's website every 7-10 days and when the anount owed
       increases by £10, you know an OfR has been issued. Come back
       here when this happens or you actually receive an OfR.

       reference the contravention was “Failing to drive in the
       direction shown by the arrow on a blue sign (proceeding in the
       wrong direction)”

       On 25/07/2025 the above penalty charge notice was sent to you as
       the owner of vehicle registration mark ********* for the alleged
       contravention of Failing to drive in the direction shown by the
       arrow on a blue sign (proceeding in the wrong direction) that is
       in CAMDEN ROAD EASTBOUND JW CAMDEN STREET NWI on 11/07/2025 at
       17:58 hrs.
       The alleged contravention was seen and recorded by a camera and
       has been recorded on digital storage media.
       You had 28 days to pay the penalty charge or to make
       representation as to why you believed it was not payable.
       This charge certificate has been served because the penalty
       charge has not been paid before the end of the relevant period
       of 28 days beginning with one of the following:
       1. No Representations were made in response to the penalty
       charge notice.
       2. We issued a Notice of Rejection of representations made
       against the penalty charge and have not been informed of an
       appeal having been made to the adjudicator within the period
       which an appeal could have been made.
       3. There has been an unsuccessful appeal against a notice of
       rejection.
       As a result, the penalty charge has now increased by 50% to
       £240.00
       If we do not receive the amount payable before the end of the
       period of 14 days beginning with the date on which the charge
       certificate is served, we may register the debt at the county
       court and issue an order for recovery. If the charge remains
       unpaid a warrant may be issued to the Enforcement Agents to
       recover the debt. We advise you to deal with this matter now, as
       you may also become liable for any additional county court and
       Enforcement Agent fees that apply.

       OK, so the next stage is the Order for Recovery, which they can
       only serve after the 14 days for payment of the CC has expired,
       but it may not happen quickly, so you now need to be pro-active
       and check regularly with the Traffic Enforcement Centre whether
       the debt has been registered. I believe you can also check the
       PCN status on the TfL website, so when the sum owed increases by
       £10, (the TEC registration fee), you can submit a Statutory
       Declaration that you submitted reps but did not receive a letter
       of rejection. The form for the SD can be downloaded from the TEC
       website - Form PE 3

       TfL will include this form when they send out the OfR
       No doubt you have noticed the omission of the above process on
       their CC and the implication that by going to the "county
       court", there is the possibility of a CCJ.This is, needless to
       say, completely wrong.The legislation was carefully and
       deliberately written all those years ago (1991), to cut out
       county courts, and to set up the Traffic Enforcement Centre who
       essentially, are mere recorders of the debt, and by recording
       it, authorise councils to start collecting it. Until an OfR is
       served, the debt cannot be collected.
