       Good evening.
       A friend received this as few days ago.
       PCO said that he would give 5 mins as he needed to speak to the
       builder. When he came back out the PCO was writing out a PCN.

       Seems to be a pretty mendacious CEO (Civil Enforcement Officer,
       not PCO) ! However, how long was your friend talking to the
       builder ?
       So,  the driver parked to speak with a builder at premises
       nearby. Normal practice when visiting premises in places like
       this where there is very little parking for non-residents, is to
       get a visitor voucher from the resident being visited. So please
       tell us more.

       Yes thats correct. He actually spoke with the PCO before he went
       in who said he will give him 5 mins then went inside to speak
       with the builder literally within 5 mins the PCO was issuing the
       PCN. According to the time stamp on the PCN it was 5 mins.

       So the CEO said 5 minutes, gave 5 minutes and then issued the
       PCN? I expect Newham will say this is reasonable.

       The objective evidence, as opposed to driver recollections and
       time keeping(  notoriously inaccurate) , is (only) 2 photos.
       This is unusual. These show the PCN served with the left arm and
       hand(holding keys) of a man approaching from the direction of
       the road and the traffic sign.
       As far as I can see, neither is timed.
       OP, there's more to this I suspect. Let's suppose your friend
       came back while the CEO was taking photos...this would suggest
       that some sort of conversation followed. Can we have everything
       pl.

       Friend parked his vehicle where he saw a CEO patrolling the
       area. He asked him that he needed to go to a property to speak
       to a builder. the CEO said he will give him 5 mins. The CEO
       stayed near the vehicle. When my friend came back out within the
       5 Min the CEO had already written out the PCN and was taking
       photo of the signage and had the PCN in his hand. While my
       friend approached his car the CEO had already stuck the PCN on
       his windscreen and took the photo where you see my friends left
       hand with the keys.
       We have till 23/9/25. Any help would be appreciated.

       Think this is the best you can do. I can't see any pay bays
       there but haven't checked rigorously.
       Problem is it's Newham.

       I am challenging the PCN because your CEO led me to believe I
       had 5 minutes to speak to a builder who was carrying out work on
       a rental property I own (no xx xx Road).
       I was certainly no longer than 5 minutes when I came out to find
       the CEO issuing the PCN and feel this is unfair and request the
       PCN be cancelled.
       Please note that there are no pay bays nearby, and the bay is
       only restricted between 10am-12 noon and I was not there as a
       commuter, which I expect is the purpose of the short restriction
       time.
       I trust you will check with your CEO and look forward to your
       early confirmation of cancellation.
