PCN Merton - LTN Abbey Road - under consultation, new signage

Hi all
Wanted to ask the forums advice about appealing this PCN.
Here's the location of the PCN (the StreetView photo is from
2022):

This location is currently under consultation for this road
closure (up until 3 October 2025):

Looking at this document, from the 12 August 2025. Says the
closure is now implemented:

I was driving my partners car and didn't notice the signs for
Abbey Road Merton had changed from Width Restriction to
Prohibition on Certain Types of Vehicle.
I use to live in this area, have made this journey many times.
Given this change is newly introduced, this was a first offence
and I had missed the fact that the 2 outer signs were not 7'-0''
width restriction warnings any longer. I only noticed the center
sign that still states this junction has a 7'-0'' width
restriction.
Would Inadequate signage due to recent change be a valid reason
to appeal?

To be honest, the signage is about what one would expect for
such a restriction, I would not call it inadequate at the point
where it starts. The problem being more that you were driving
on "automatic pilot" as one tends to do on local roads one uses
often.
The approach is also via a fairly sharp left turn, giving little
time to see the signs and act on them. If you can do some leg
work with a camera, go and see if there are any advance warning
signs. This would support a case for the signage being
inadequate, and thus the council have failed in their duty under
Regulation 18 of The Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996

But the restriction was introduced in March 2025, and here we
are in September 6 months later, so whilst you could submit
representations saying you were caught out by this new
restriction and ask for a goodwill cancellation, don't be
surprised if they refuse.
There may be a "technical" appeal, based on Merton mismanagement
of the enforcement process. I'm not an expert on these, but it
would, of course, mean foregoing the discount as all appeals at
London Tribunals are with the full penalty in play. "Technical"
appeals are not related to the contravention itself, but to
councils not following what the regulations say they must do,
the emphasis being on "must".

i would be interested, i also have been stung by this, inline
with them trying to force us out of our cars, i have not driven
through here for some time and i also agree the signage is
noticable comming round the corner and i do not beleive there
are pre warning signs, i have a thread open that includes
pictures of the location and of the approach, it seems to have
gone unanswered for some reason.

The photos were not embedded in the PCN, correct?
Therefore 'the grounds on which the council or, as the case may
be, Transport for London believe that the penalty charge is
payable with respect to the vehicle' are as given.
What may be required of the 'owner' and what of the authority?
Where does the balance lie?
'Failure to comply with a prohibition on certain types of
vehicle'. Tank, 44-tonne artic, mobility scooter? OK, the owner
could look at the photos online and deduce what's
happened...assuming they even know what signs mean(remember, an
'owner' doesn't need to drive or hold a licence nor can be
presumed to know anything about traffic signs IMO).
Maybe other posters know the tribunal's latest thinking on this
matter?

Merton are not warning motorists from the main turn off on the
A24. They do once you're off that road.
