NTK received for allegedly parking in a loading bay with a
'discount' of £80

I received an NTK for my car allegedly parking in a loading bay.
We did not receive a PCN but the council portal shows a picture
of the PCN being attached to the windscreen.
In the absence of a PCN, I had to rely on the council portal
which shows my car with doors shut and PCN attached. The signs
are pictured separately. There is one hazy picture of seemingly
my car with the signs but its not clear. More importantly none
of the pictures are timestamped.
I sent an initial challenge relying on absence of PCN, unclear
pictures and non-timestamped pictures. The council have offered
the usual 'discount' of £80 if payment is made within 14 days.
If I decide to appeal to London tribunals what are the areas of
weakness of the allegation of breaches should I focus on?

Post the NTO.
The signage looks clear and you were 10 minutes before the end
of the loading restriction.
Pictures aren't needed to enforce parking PCNs but are routinely
taken to avoid disputes, not always successfully.

The date of the NTO is 18 July so now you are way beyond the
deadline to make reps or pay.
But is the NTO in your name.

Any reason for not dealing with the NtO within the allowed
period ? When did it arrive ? The 28 days starts with date of
service, which is when you received it in the post

I did respond to the NTK in time but my challenge was declined.

I have responded to the NTO in time and they have declined my
initial appeal, please see the last link on the first post, for
the letter.

Ah sorry I didn't read your post properly and was fooled by
'initial challenge'.
As they reoffered the discount which, increasingly, some
authorities aren't doing for lost windscreen PCNs, may mean they
are not confident.
However if the £80 is still on offer you should consider it I
think.
