       Have you registered your appeal?
NOR issued 14 Aug, deemed served Mon. 18th. Latest date of
       28-day period is 14 Sept.
       Grounds:
       Contravention did not occur.
       Why?
Because there is no such contravention description as 'parked in
a resident's or shared use parking place or zone without either
clearly displaying'- the NTO refers. What is it you're alleged
not to be displaying.. fluffy dice, Barbie sticker?
As you don't have the PCN we cannot check this.
So far the ONLY correct description is in the NOR(para. 2), but
this is a free field and not system generated.

Below is the relevant part of the traffic order which suggests
that the contravention description may be correct if say
       physical visitor permits are available.
OP - if you can check signage at start of Mildmay Road that
       would be useful.
Also one relevant appeal that suggest Redbridge doesn't know
       what it's doing.

       Contravention time 15:26:00
       Contravention location Mildmay Road
       Penalty amount GBP 130.00
Contravention Parked in permit space without a valid permit
       Referral date -
       Decision Date 18 Oct 2024
       Adjudicator Anju Kaler
       Appeal decision Appeal allowed
       Direction
       cancel the Penalty Charge Notice.
       Reasons
The agreed facts are that the vehicle was at the stated location
as shown in the Civil Enforcement Officer’s photographs and a
Penalty Charge Notice was issued. The Authority asserts the
location is within a Controlled Parking Zone.
A single yellow line denotes that restrictions apply at certain
times during the day. The Authority has uploaded black and white
photographs. There are no single yellow lines seen where the
vehicle parked. The Zone Entry signs have no meaning here. I
       allow the appeal.

Objectively, the contravention description in the NTO is c**p.
It doesn't exist, therefore no power falls to the authority to
       demand a penalty.
Seeing the PCN might explain why the authority has c***ed-up,
but it wouldn't change the fundamentals: the NTO is grossly
defective and IMO any appeal based thereon would succeed.

By all means include Mr Andersen's point but don't lose sight of
the signage issue and the zone identified by the hatching in the
       map I posted.

Ok I’ve been back to the area and there is no signage at the
start of Mildway Road. Hopefully this goes in my favour?

Yes - my take is each PPA is standalone in this area and needs
       its own entry sign.
       Did you take any pics?

Register your appeal before you forget. You are simply
registering, you are not making it in detail, this can follow
later. If you miss the deadline then you could lose your chance
       to appeal.

If I register the appeal without detail how long will I have to
       submit?

Register the appeal and opt for a telephone/online hearing if
you can as it's always best to talk to the adjudicator.
You can just say for now:
The contravention did not occur as there was no entry sign
establishing Mildmay Road as a permit parking area.
Mr Andersen may suggest adding something on the contravention
       description.
You can add their map I posted showing the hatched PPA and your
       pic showing no entry sign.
